Materials upgraded to hdrp.
In another scene a cube with unlit material, with all the lights disabled. I am expecting a black scene. Instead I get this.
It’s probably because of the reflection probes in the scene.

Also what about the original scene. Why are all colors looking white greyish.

Maybe you have some old lightmaps in the scene. You will have to rebake those for HDRP so check and clear any baked lightmaps if there are any.
Is this related to 2020.1 beta?

Yes its on 2020.1 beta
If this used to work in a previous version, please submit a bug report with a minimal reproduction project.
I also get a similar bug where the base color is not affecting the object only the emission is.ipeqje
