Why is my area light baking as a disc shape?

Hi all, I’m just wondering if this is a bug or expected behavior. My area lights are set to rectangle, but bake with a disc shape. Using unity 2021.2.7f1 and URP 12.1.2 with Progressive (CPU) lightmapper.

Rectangle area lights act like a sphere and do not cast a rectangle (trapezoidal?) shape to the ground.
