Why is my Tile Palette empty, with no brushes and no create button?
One way to answer this for yourself is to go to any basic tutorial for Tilemaps and work through the basics.
This should take only a few minutes, far quicker than posting on the forums and waiting.
Can you check to see if the 2D packages are enabled in your project?
