Why is the Mouse Look script on the prefab AND camera? (FPController)

Why is the Mouse Look script that comes attached to the standard asset First Person Controller placed on both the First Person Controller object AND on the camera? Also, why are the settings for the variables on each different? It seems like for example, if you edit the y sensitivity on the script attached to the parent object, it does not do anything, where as if you edit it on the script on the camera, it changes the sensitivity. Why are the numbers different and what does each script affect? Thanks!

Because the X axis controlled the Character Controller to rotate the whole object, while the Y axis only controls the camera. It is like you rotate your whole body to change direction (or you end up walking like a crab or an Egyptian) but you only rotate your head to look up or your body would have to follow and get into an angle that is not so easy.
