Why is the terrain smearing when i move around?

Whenever i move anywhere on the terrain of my project, the enitre thing smears from where ever it was to where i put it. I can click out of the scene, like into the Hierarchy, and the problem goes away and the terrain is back to normal. I don’t know what to do and i feel like I’ve tried everything. HELP

It is a LOD system of terrain. Terrain is splitted into chunks and depending on distance to main camera every chunk is displayed with different quality. Try to set pixel error to 1 that will fix your issue.
