Starting of today, you don’t need separate licenses for submitting games for Windows Phone and Windows Store Apps, the licenses have been unified.
Saw that email come through. It’s nice to have a unified license. 
Although they are both included in my MSDN subscription so it doesn’t make a lot of difference, it’s still easier to manage.
