Hello!
I was hoping that the new 3.2 update might fix this, but since the 3.1 update I have been unable to open files, from outside of my projects, inside of Unity… the file browser window simply won’t come up (not for the file menu nor the “open other…” button in the open project window.
Any suggestions to fix this?

sounds like it comes up but potentially out of view … did you have an external screen connected at some time? then reseting the configuration / layouts might help
I’m sure that is not the issue, because i can continue to click items within the editor and its menus, if the window was coming up offscreen it would lock me out of any other window. I submitted a bug report, but i hope someone here has had this problem and fixed it!
The problem is windows is windows, if you run win7 on netbook, notebook or desktop should not make a difference at least not unless you have the bottomst end one or have something totally blocking out unity cause what you see there is the standard file browser.
sure you are on admin account and did set UAC to lowest level or off? and that your security does not run unity in a sandbox that prevents it from running outside (comodo defense+ and alike)
I’ll check, but i have been able to get to the file browser before on this machine, with this os in unity3.

Hey, i fixed it!!
I had set the “disable visual themes” to on in the application shortcut.
You might alternatively remove the unity install completely and install it afresh in case something went bogus with the 3.1 overwrite …
I haven’t seen it happen here on Win7 64bit ultimate, admin acc, UAC on low, so I’m pretty sure that it is no win7 OS based problem per se …
