So I can remember my opinions and make decisions. For example, to buy or not to buy, to install or not to install, report to myself bugs etc.

Why not just make yourself an offline or personal online notepad document or google doc?
List the name of the asset, if you want to buy or not, install or not, report to yourself bugs.
And use the wish list for a list of assets you want to buy.
