You’ve never needed additional assets to make 2d games - you can create 2d games in any version of Unity, e.g. by using quad billboards, sprite sheets animated by a custom shader, and orthographic cameras.
Whether you now choose to use the inbuilt 2D functions or one of the 2d assets is purely a matter of choice as to which set of tools’ functionality/workflow etc. you prefer.
