No, 4GB ram and an intel graphics chip are not enough.
My suggestion if you have ÂŁ200 to spend is build your own desktop. You get a lot more hardware for your money from a desktop than a laptop.
Do you need a mobile computer, if you want to sit on your couch and use it, then connect the desktop to a tv and a wireless keyboard.
Edit: stick a version of Linux on it that’s supported by Unity such as Ubuntu, it’s what I use.
Ah, 8GB was the disk size! The item specifics don’t seem to match the page title, I might be careful.
The link doesn’t work very well, you have to select the year 2011 from a “Model & Specs” dropdown. The price is also misleading, but once you pick the year it will refresh.
I have a macBook pro 2014 as my secondary machine and it works. It’s not very fast though. 2011 is too old in my opinion. Even if you want it only as a build machine for macos/ios, I wouldn’t go lower than 2014 and 8GB ram.

You haven’t said what your budget is but regardless of the cost the 2011 devices are far too old to be useful for game development. When it comes to purchasing previous generation Apple products for software development you want it to support the latest OS to be able to use Xcode.
The oldest MacBook Pro supporting the latest OS is the 2015 models but I don’t recommend them either as they will be abandoned sometime within the next one to two years so it will have a very short lifetime. I recommend no older than one or two generations.
