Xbox 360 Game Development without Liscense

I have Unity Indie, and I was wondering if Unity Indie can make Xbox 360 games without the Xbox License Extension. The game would be just for myself, so I didn’t think buying the 360 license would be worth it. Is it possible to actually assemble the game, and burn it on a disc for Xbox 360?

If you could make Xbox games without the extension, then the extension would have no reason to exist.

Simple answer: No you cannot do this.
