XR Interaction Missing features

I am currently using XR Plugin Management 3.2.16 and I am stuck because the only thing under GameObject → XR → … is Convert Main Camera to XR Rig. The tutorials I have been following all have much more options, specifically, I need the right and left hand controller options. If anyone knows the solution for this please let me know! Perhaps I’m missing an installation

Install the XR Interaction Toolkit, and then use the upgrade options there. The baseline install does not include XRI.
