You are not authorized to set the license key

Logged into manager account and into project owner account. Unable to fill the Google Play key because “unity you are not authorized to set the license key”. After restart it shows “There was an error checking server existing key”.
The key is filled on the project dashboard.
Unity 2022.3.4 “LTS”
