You can use Inkscape. You can also use about anything that creates graphics, ranging from paint all the way to photoshop, and everything in between. There are of course options that are better than others. Some are dedicated to pixel art(may or may not be the style you want), like Pro Motion and Graphics Gale. Inkscape is for vector art.
Some people work better(including me) pre-rendering 3d models into sprite animations. I use Blender for this, though you could use any 3d software that outputs renders to do it. It leads to a certain style, though you can vary things pretty well if you learn how. I get better results that way than trying to draw things out in pixels or even vectors, but each of us works differently.
yes i want make sprites with blender, too .i had think its not suitable for 2d games. but i can work better with blender than inkscape or gimp
