Love it! Bit of a complaint; the buildings seem like they are more of a 20th century style as opposed to a sci-fi settingā¦ Also needs a lot more glowing things.

Very cool. Like the look a lot. Since you mention going for a slums look, assuming 1 of your 4 particle effects isnāt this already, but something to the effect of trash blowing in the wind (ie newspapers, magazines for the people who canāt afford holotablets. xD) along with some trash decals might add a lot to the ambiance.
One thing I was hoping for in the NYC kit was a side-scrolling lighted text sign. Maybe something like that could go here?

Naturally, to make it more sci-fi you could pick a ghost-green color for the text (like old digital calculators) with a transparent frame to make it look like a hologram or a futuristic LCD. The same thing, with red LED lighting and an opaque black background, would probably work for NYC.
Iāll have to think about this some more ā¦ about what else can be added.

Looking awesome! Very sci-fiā¦ Feels like a part of the world where old buildings are being āmodernizedā.
You might want to remove the sign for the Apoc. city 2, though. One of my biggest issues with K4ās Dark city pack, is that some of the signs are for the other packs of his, which tends to break the suspension of disbelief. Maybe have a few alternatives to the name on all of the bannersā¦ Working TLCindie into the plot so those banners make sense would be difficult.
The adds and scrolling baners can be change as simply changing the texture or movie texture to that of your own.
Remember even if we changed it to something like Chrome inc, you would still have to change that or every game using this asset would have the same company
