This bug needs urgent attention. 2018.3.x series is still unusable!

Very similar bug (fixed in 2018.3.6): [Bug] Unity 2018.3.x is broken. I can't find the exact reason but something got broken
Unity 2018.3.6 is still broken even after fixing a similar bug.
It seems like the related bug is fixed on 2018.3.6 but I still see very similar problem. See the video and description below.

- Backup these files to a separate folder. We will compare them later.

Assets\Commons\Atesh\WindowsAndWidgets\DefaultWindowFrame.prefab - Open this project in 2018.3.6.
- Open the scene in “Development” folder.
- Build the project as exe (No need to run it)
- Click the “save project” option in file menu.
- See that some scene objects disappear.
- Compare the files listed in step 1 with the backup versions of them.
- See that the component IDs in the prefab asset files are regenerated by Unity. Some links between prefabs got broken in the process.
