Creating a Terrain Crashes Editor due to Fatal Memory Allocation Error

When creating a terrain, the editor freezes and then produces a fatal error memory allocation message attached. I have not installed any new packages (aside from 3D assets) or made any significant changes since the last time I was able to create terrains without issue.

Terrains were working properly just yesterday.

Crash persists across LTS version.

Deleting LocalLow cache files did not solve the issue

Deleting the library folder did not fix the issue

Changing scenes did not fix the issue

Using the TerrainTools package to create a much smaller terrain (10x10 m) at least allows the terrain to become visible, but the editor still crashes immediately after creation with the same message.

Trying to edit an already existing terrain also causes the same issue

Has anyone else run into this issue and found a solution?

Version 2021.3.15f1 and 2021.3.6f1 were both tested.

An entirely new project has no issues.
