Definetly too many polys, i would say a basic human without clothes could be 5-6k and 7-8k max with clothes, 16k+ is no excuse even in AAA games, also considering that his eyes are attached the to the whole mesh, nowadays 3d artists will actually make the whole eyeball mesh so its able to move around, and also work on his hands, it looks abit unrealistic.
Nice effort man! Keep practicing, get the poly count down. Remember to save polys in areas that are low profile. It looks like you can get rid of some in his arms, belly area and legs, maybe his neck as well. It is a nice start.
If you run windows, go to thegamecreators.com. They have an app that claims to reduce polygons extensively while still keeping the overall shape in tact. The end results on the samples sure look incredible.
to make clothes, there are many 3d software to make clothes,
how you do it, depend of the software, you are using,
there are tutorial, out there on the internet,
i have see unity have clothes, but don´t know how good it is.
i use 3ds max for now.
