When GameObject is spawned, rotate x 90.

What do I add to make it so that when the object spawns it spawns at a rotate of x 90.

Change to:

clone = Instantiate(sandbagPrefab, offset, transform.rotation *  Quaternion.Euler(90, 0, 0));
