1Yes, and no. Yes you can make a game just fine with Unity free but without the Android license. Just set the screen resolution of your webplayer or PC build to that of the Android device or devices you want to target, so that when you do get it on hardware everything will be fine. Also, no, in that without the Android license you can’t test on hardware, which is an integral part of developing mobile and console applications.
So make the game as complete as possible, then get the Android license in order to test on hardware and publish. (It’s only $400 anyway.)
