Hey, it seems there’s a bug in Google’s Android SDK, you can workaround it by patching Editor\Data\PlaybackEngines\AndroidPlayer\SDK\cmdline-tools\2.1\bin\sdkmanager.bat

Change

set DEFAULT_JVM_OPTS=-Dcom.android.sdklib.toolsdir=%~dp0\..

to

set DEFAULT_JVM_OPTS="-Dcom.android.sdklib.toolsdir=%~dp0\.."

P.S Unity 2022.2 and up uses cmdline-tools 6.0, where this bug was fixed by Google.
