HDRP scene bottleneck

My scene is bottlenecked at Gfx.WaitForGfxCommandsFromMainThread() & WaitForGpu() they take up about 30% each of the render thread time.Mind you these profiler samples are from a scene thats empty it only has a camera,and directional light and its roughly at 70fps. That doesnt allow much i can add, my HW is a 1950x Thread Ripper & 3060 i cant imagine that being the issue.

Creating a project in built in pipeline,or creating a custom render pipeline i have no bottlenecks.Is this just the beast of HDRP,or is there some magical button i need to press?

Its a Unity Version Issue,i tried different editor versions from unity 6 - unity 2021 all same results high cpu time in HDRP with a empty scene.tried sample hdrp scene in unity 2019 cpu time is 4ms averaging about 250fps.
