Hi, I recently downloaded the free version of Unity from http://unity3d.com/unity/download/ and was interested in developing my own iOS game for iPhone, iPod, iPad.
I realize that I will need the Unity Pro version for “publishing for iOS” but can I still develop iOS games with the free version (but not publish them), and then from there, decide if I want to pay for the Pro version to be able to publish my iOS created games from the free version of Unity?
Can I even experiment with the free version by creating iOS games at all? (aka, will all the tools be available?)
You can use Unity Free to develop and even publish your very own game for free! Unity no longer requires a license in order to publish games to Desktop and Mobile, though you will require to buy a Unity Pro license that covers your game if your earnings exceed that of 100.000$.
For the most part you will not be handicapped by the lack of the Unity Pro features as their features are mostly for more seasoned developers. You can absolutely create, test and publish a great iOS game using Unity Free.

Also, I was only interested in creating 2D games (for now). Would it be better to use Playmaker or 2D Toolkit for the addon?

Limited coding experience really comes down to what you want to make, since you will be possibly be very constrained in how well you can make certain aspects of your game. Playmaker will be a powerful tool for you, but personally i would fear being very constrained if had to do a pretty deep project with it (some aspects of my current project would most likely be impossible with Playmaker).
Unity also now comes with tools for creating 2D games, so you might want to explore those before spending money on a toolkit for 2D.
