As the title, is there any way to control the network speed?

Most content of the game is download during the play the game. For example the actors model, effects and the sounds are download during game play.
If the download speed has no limit, there is not network traffic space left for the game play protocols.

ReceiveData callback bytelength doesn’t more than 1MB
but I want the download speed less than 1MB when the network is to bad
