OK, this is a known problem with lots of questions and no replies, and nobody has really sussed out how to fix yet
I’ve never seen this before, I recently re-installed Windows and hence a new download of Unity.

I know what Unity is trying to do, but I don’t understand why access is denied.
I don’t have any AV controlling my files, it’s not on google drive or dropbox - all I can see is Unity has ownership and is preventing Unity modifying the file because it has exclusive rights to it.
“Reset Packages to Default” does nothing, and the error comes back whichever version I’m using, 2017, 2018, 2019, etc.
I can’t even save my work now because of it (because it can’t move the temp file)
