It may be an implementation issue, but depending on the device model, the OS version, the location you’re in, the lighting, distance to the virtual object, the angle you look at it in relation to the attached surface, how quickly you move, and many other factors are affecting the accuracy of tracking augmented objects respectively the environment.

You typically get better tracking results with better hardware and optimal lighting conditions. You get by far the worst tracking in web applications (WebXR).

Try to find similar XR apps and how well their tracking performs. If it performs well, do try to research whether they are using Vuforia because this is an extremely pricey but also excellent tracking library that typically gives much better results compared to native AR tracking on mobiles. If they use Vuforia, it means their app is playing in a different league ie not something you could achieve in yours.
