Opening File Library/FailedAssetImports.txt Failed: Access denied

I opened Unity (on Windows 32bit) and found there was an update, so I updated to the newest version available. Then, I imported an assets pack from the Unity store, and then received this error:

Opening file Failed - Opening fole
Library/FailedAssetImports.txt failed:
Access is denied.

In the dialog box, I was given 3 options: Try again, Force quit, and Cancel. Pressing Try again made the dialog go away for a fraction of a second, but then it returned. Pressing cancel also had this effect.
Pressing Force Quit, I went to check my Anti-Virus and my Firewall, assuming it was just a simple permissions problem. I disabled both, but the error still occurred on the start-up of Unity. I then proceeded to check the Library folder itself to make sure the permissions on that file and on the folder were not tweaked oddly, but everything was normal. I then did a quick uninstall & re-install of Unity, but the error still occurred. Is there another permission that could be creating a problem?

I get that this is an old post, but it seems that one from the general forum solved his problem which was similar.
