Are there any specific settings you need to change/set for “Paint Holes” to work?
Opening the URP sample project and adding a terrain, then painting some hills and then trying to add holes doesn’t work.
No errors, brush just doesn’t do anything.
Using Unity 2019.3.0b1
Hello, I tried cutting hole in terrain, to no avail.
Both upgrading an older projet or starting a new project in 2019.3 beta did nothing.
Using the brush set to Paint Holes and left clicking on the terrain does nothing (whereas other brushes do work).
Am I missing something obvious? Is it still broken.

Have you found this thread about Terrain Holes already?
Looks like it works. Navmesh connects to the plane I added from the edge and inside the terrain.

During 2019.3 alpha it seems it worked:
However, it also seems terrain holes don’t work with HDRP and UniversalRP yet:
HDRP and LWRP will be supporting terrain holes.

Thanks for the answer. A Unity rep in another thread replied their QA team was looking into it.
