I want to know how I can set a border for my panel but I don’t find anything like that.

Unfortunately you’ll have to make it yourself using a sliced image. Use the default Panel Background image as an example.

Seems like Unity has added a new outline component for the UI.

In Component → UI → Effects you will find “Outline”
(it was probably not yet implemented at the time it was asked)
