This appears to be a bug in the Unity 19.3 beta.
Same for 2019.2.6f1
Unfortunately, it is now, yes. It turns out that the change which introduced this bug was back-ported to 2019.2.6f and to 2018.4.9 - so both those release trains need the fix back-ported as well ![]()
