XR tab missing under Project Settings (808628)

Hi,
I am new to unity and I’m using unity 2019.4.8.f1. I am unable to find the XR tab under the project settings.

This is how my project setting looks like:

Additional info,
I have installed these packages:
AR foundation 2.0.2
ARcore XR Plugin 2.0.2
XR Plugin Management 3.2.13.

Things that I’ve tried:
Reinstalling Unity and all the packages
Using a different computer to install unity (Same problem occur)

Do you have any compiler errors in the console that is preventing package manager from actually completing package install?

Oh, I just realize there are a lot of compile error!
