My problem is similar, yet even less revealing as the logs are a bit different. See below:
130311 15:17:24 ------------------------------------------------------------
130311 15:17:24 Instance starting, version 4.0.1f2_9bb580cddf70, UNITY_WEB_ENABLE_AUTODOWNLOAD: 1, GetDisableAutoUpdates(): 0

130311 15:17:25 Setting error display: āFailed to update Unity Web Playerā, details: 'A newer version of Unity Web Player is required, but the auto-update failed.
Failed to apply auto-update.
Please install manually.
', link: 1
130311 15:17:24 ------------------------------------------------------------
130311 15:17:24 Manager starting, version 4.0.1f2_9bb580cddf70
130311 15:17:24 Requesting bundle 1 (3.x.x) update. Required revision is 3558000, installed revision is ffffffff

Notice that in the Manager log, that the revision being requested is not anywhere near in line with the version of the starting version.
Also, notice in the screenshot of the Unity Web Player āmanual installā page snippet, that the Unity Plugin Version is detected, but that the Unity Engine Version is not, indicating that the engine is never getting installed.
I also have an encrypted hard disk using CheckPoint Endpoint Security Full Disk Encryption. Iām not saying that this is the culpret, but it might be. I do not expect that the encryption software is the culpret since the driver that decrypts the files is loaded at boot and the disk is accessed natively without any EFS involved.
Nevertheless, numerous unistalls, cache clearing and reinstalls yeild the exact same behavior and the Unity software never completely installs.
Any assistance to get past this error will be appreciated.
I had this problem and it turns out it was because I had a custom tempory folder location
The TEMP and TMP environment variables were set to z:\temp
Changing them back to
C:\Users<username>\AppData\Local\Temp
Resolved the problem.
I donāt know if it will help anyone, but sometimes it helps to turn Download Manager off.
