I just want to know,how do i make such a 2D level in Unity(Picture attached),Which tools do I need?
If you really want to make it in unity I guess you could make some modular parts for it, but I believe it’d be a much wiser approach to desgin these kind of levels outside of Unity. I’m not sure on what exactly your scope is but if you just want to raise some walls you could probably paint the map in a photo editor and raise walls based on the drawing.
The other and I believe the best approach would be to put them together in a 3D modelling software like Blender
