@EvOne I’m curious, what do you mean “it’s better in a12”? The package manager looks exactly as in my screenshots above there.
EDIT: refresh icon was actually fixed but download/up to date buttons still look too similar.
I had no problems with the package manager, because there is practically nothing to read in it, unlike the console, the inspector. But the functionality in it is also significantly improved. And the speed of updating the list of the packages in comparison with 2019.2 -has increased many times (but this is generally 2019.3 alpha, not only 12)

and 3. The toolbars have operated this way for awhile. I agree a better pattern is needed so that toolbars can resize in a usable, more responsive way. It is not part of theming specifically but I will pass along this feedback. I think a holistic solution is needed and that takes more time. Do you see any regression here related to theming from 19.2 to the Beta?
Can you explain what you are experiencing and your setup (OS, etc)? I can’t reproduce on my end.
Keep an eye out for the next Beta. I included several incremental contrast related fixes in the personal theme to bugs logged from surveys, forums (thanks!), and other user comments. There are improvements to label text and toolbar selection, etc.
Almost all of this list has already been fixed in alpha12

What you wrote about the need for a more general solution for toolbars -is wonderful, the main thing -is that developers improve the interface even in small things.

Regarding point 4 - in the 12th alpha this behavior is also no longer there,
and .0a11 I have already uninstalled.

If you squint your eyes all you see is basically a white vertical bar on the right side. The icons are meaningless and useless. Jumping between different projects on 2019.2 and 2019.3, I feel soooo much slower on 2019.3 due to UI issues alone. It takes ages to find stuff, because I actually have to read all texts instead of visually pre-filtering what I’m looking for based on the Icons (hint: that’s what Icons are for - to differentiate).
EDIT: Just to clarify, I’m not saying the Icons on the left are good. They are inconsistent and have just “grown” over time. A redesign is over-due, but the stuff on the right has been designed for the sake of designing (aka everything looks nice and clean when put side to side in an Illustrator document) but seemingly without much accessibility and usability in mind.

the whole thing is just ugly and difficult to use… if you even want to use tbh… bunch of boring flat icons with no style or substance to them… the worse part of this gui is the coloring layout and sizing of so many areas that is just a total regression.
