The canvas is set to screen space, so you can’t change its transform values since it is automatically sized to match with the screen. You can change the transform values of any child objects as you wish.

Usually you need to choose a suitable ScaleMode and MatchMode in the Canvas Scaler and stick with it 100%. Generally if you change those settings you will often need to redo your UI entirely.
