I’ve tried many many times from Unity Hub and the standalone installer. Always the same result - as the attached image shows - cannot install the android component.
I think that there is a cache somewhere from I am downloading a corrupt version of the android component but I cannot figure how to delete it.

There were indeed some problems with some files of that release this morning. It should be fixed now.
Could you try downloading the component again?

I completely removed .3.1f1 and download again, still fail at the same spot. iOS was ok.

It might be because the propagation of the new files had not reached you yet.
We are currently verifying if it was the case.
Obviously, you can continue trying to download the component, hoping that it was just a network glitch and it will be finally fixed for you.
