How to make like this image (effect motion image in 2d effected sprite shader)

i make a effect shader in 2d sprite but
when i use this shader don`t know how to make this image (effect_motion.png) like this
i using only sample file How to make like this image

That is not animated gif, so bit hard to know what it should do…

Do you want to animate those colors?
Or, want to mask/cut the shape out from sprite?
