I opened Unity Hub today to find this message: “You are unable to use Unity Personal because your company or organisation are using a paid tier of the Unity Editor License. Contact your systems administrator to ensure you are assigned the appropriate license”.
I am, however, NOT using a paid tier and have not done so since the Plus version was scrapped by Unity in the wake of the disastrous John Riccitiello runtime-fee fuck up. I have been using Unity Personal since, because my company earns less than the Pro threshold.
So why am I seeing this now? And how do I get back to work?
Submitted a support ticket and waiting for a response.
You are probably using an account whose email is that of a company which is a license holder of Unity Pro or Enterprise/Industry. Or your account is assigned to (member of) a company’s team. Or you are trying to sign in through that company’s Internet connection (including VPN).
If changing the account email isn’t possible or doesn’t change the status quo, you may need to sign up for a new account with a “private” email.
Note that if you work for others as freelancer and the client’s revenue exceeds Unity’s threshold, you also need an appropriate license.

Did you get any response from support?
Yes. The license management team revoked my Personal license for now. The block was an automatic respons because a project I worked on briefly was connected on Unity Cloud with a company that was using a Pro license. I’ve posed the license management team some questions to make sure I comply to their licensing rules, but I didn’t receive an answer yet.

Ah okay thanks for your answer!
We stopped using the pro subscription but now we can’t activate personal licenses anymore. Unity still thinks we have pro..
